SMART-on-FHIR Authorization
FHIR access uses SMART App Launch 2.0.0 / OAuth 2.0 with launch contexts; tokens are scoped per application and per patient, and token lifetime is configured per client in the Veradigm License Management Portal.
Backoff Strategy
Honour Retry-After on bulk polling. Elsewhere no throttling signal exists, so use exponential backoff with jitter on 5xx and treat 413 as a query-shape problem rather than a transient failure.
ONC Non-Discrimination
Patient-access FHIR endpoints fall under 21st Century Cures Act information-blocking rules; throttling must be reasonable and operationally justified. Veradigm publishes its production endpoint list as a downloadable NDJSON FHIR Bundle in support of that requirement.
Partner Registration
Production-tier allowances and certification status are governed by Veradigm Connect registration and by the customer activating the application in their own License Management Portal.
