University of Otago
The University of Otago — Te Whare Wānanga o Ōtākou — is New Zealand's oldest university, founded in 1869 in Dunedin and registered as https://ror.org/01jmxt844. It operates no public developer program: there is no developer portal, no API reference, no open-data portal and no OpenAPI published under any otago.ac.nz path found in this run. Exactly ONE machine-readable surface is both on Otago's own domain and operated by Otago — the self-hosted WordPress REST API behind its AI guidance site at artificialintelligence.otago.ac.nz, which serves a 144-route discovery document and published content keyless. Everything else that carries an Otago name is a vendor contract running under it: OUR Archive at ourarchive.otago.ac.nz is an Ex Libris / Clarivate Esploro tenancy (the hostname is Otago's, the CNAME goes to ap02.esploro.exlibrisgroup.com) whose OAI-PMH endpoint is deployed but refuses public harvesting with error_code 21; blackboard.otago.ac.nz is an Anthology Blackboard Learn tenancy running release 4000.21.0 whose REST API answers 401 to everything but a version check; and Otago's SAML 2.0 identity is published in the signed Tuakiri NZ Access Federation metadata under entityID https://idp.otago.ac.nz/idp/shibboleth while every one of its SSO bindings actually resolves to REANNZ's Tuakiri Hosted Login service. Otago's scholarly identifier registrations are real and institution-attributed — DataCite provider otagouni with 334 DOIs in OUR Archive, and Crossref member 4843 "University of Otago Library" holding prefix 10.11157 with 2,537 DOIs. This profile is deliberately thin because the footprint is thin, and the surfaces that exist are recorded under the operator that actually runs them.
University of Otago publishes 5 APIs on the APIs.io network. Tagged areas include University, Higher Education, Education, New Zealand, and Research.
The University of Otago catalog on APIs.io includes 1 JSON-LD context.
University of Otago’s developer surface includes API reference, support, authentication, code examples, engineering blog, and 17 more developer resources.

x-enrichment:
pipeline: pipeline-university.md
run: '2026-08-30'
note: 'Re-profiled under the operator axis. This repo held no vendor OpenAPI to remove — it never carried the Figshare contract
that contaminated the top of this cohort, and no artifact was deleted in this run. What it carried instead was a MISATTRIBUTION
THE HOST RULE CANNOT SEE: the OUR Archive OAI-PMH surface was recorded as institution-operated because ourarchive.otago.ac.nz
sits under otago.ac.nz, and the audit agreed with it on hostname alone. DNS resolution shows the host CNAMEs to ap02.esploro.exlibrisgroup.com
— it is an Ex Libris Esploro tenancy, the same shape as scholarbank.nus.edu.sg. It is relabelled institution -> tenant.
The Tuakiri entry, previously host-unattributable, is resolved the same way: Otago owns the entityID, REANNZ operates
the IdP. Three surfaces the June profile missed were found and added — the self-hosted WordPress REST API at artificialintelligence.otago.ac.nz
(the only genuinely institution-operated machine-readable surface Otago has), the Blackboard Learn tenancy, and the DataCite/Crossref
registrations. Four artifacts were built from live probes. Two soft-200s were caught and are recorded as non-finds rather
than as surfaces: /esploro/openapi returns the Esploro SPA shell, and Blackboard''s /.well-known/openid-configuration
returns a login page, so no LTI conformance is claimed. otago.figshare.com answers 202 with an empty body and is NOT asserted
as a tenancy. Expect this repo''s score to move on the strength of the added surfaces, not on any vendor contract: only
one of the six recorded conformance/surface facts is Otago''s own engineering.'
x-coverage:
state: covered
reason: covered
detail: 'Otago''s programmable footprint was probed directly and it is small but real. One surface is genuinely institution-operated
and keyless: the WordPress REST API at artificialintelligence.otago.ac.nz returns a 200,783-byte discovery document listing
144 routes across six namespaces with an empty authentication array, and /wp-json/wp/v2/pages serves content anonymously.
Four further surfaces are recorded as tenant relationships rather than as Otago contracts. Six things could not be resolved
and are named rather than assumed. (1) www.otago.ac.nz returns 403 to every scripted request across the whole origin,
including robots.txt, sitemap.xml and llms.txt, so the sitemap crawl used to MEASURE absence on other institutions in
this cohort could not be run here; the "no developer portal" finding rests on subdomain enumeration and search instead,
and is therefore weaker evidence than Adelaide''s. (2) api.otago.ac.nz is a genuine Otago-owned hostname behind Cloudflare
whose origin is an OpenShift router returning the default 503 "Application is not available" page on all eight paths probed
— an API gateway with no reachable application, not credited as a surface. (3) OUR Archive''s OAI-PMH endpoint is deployed
but every verb returns 403 with OAI error_code 21, so no metadata record was ever retrieved and conformance is recorded
as gated, not present. (4) otago.figshare.com answers 202 with an empty body, which Figshare returns for both live tenancies
and its wildcard, so the tenancy can be neither confirmed nor denied and is deliberately NOT asserted. (5) library.otago.ac.nz,
hpc.otago.ac.nz and login.otago.ac.nz all resolve to campus addresses but do not complete a connection publicly — real
internal services, not public surfaces. (6) The DataCite repository otagouni.qmyzok, "University of Otago Open Journals",
is registered but its host openjournals.otago.ac.nz is NXDOMAIN and it holds 0 DOIs; the registration outlived the service.'

description: 'The University''s AI guidance site runs on WordPress that Otago self-hosts on its own domain behind Cloudflare,
and it exposes the full WordPress REST API without credentials. Confirmed live 2026-08-30: /wp-json/ returns a 200,783-byte
discovery document naming the site "Artificial Intelligence at the University of Otago", declaring six namespaces — oembed/1.0,
wordfence/v1, wp/v2, wp-site-health/v1, wp-block-editor/v1, wp-abilities/v1 — and 144 routes, 111 of them under wp/v2,
with an EMPTY "authentication" array. /wp-json/wp/v2/pages returns page objects anonymously, and /feed/ serves RSS. This
is the only machine-readable surface in this repo that is on Otago''s domain, operated by Otago, and callable without
a credential. WordPress is open-source software Otago deploys rather than a service it subscribes to, so the host and
the operation are both Otago''s — but the CONTRACT is the WordPress project''s and is shipped identically by millions
of sites, so no Otago-specific OpenAPI is published for it and none is generated here. What is stored is the live route
table as probed.'

is the correction made in the 2026-08-30 run: the hostname ourarchive.otago.ac.nz sits under Otago''s own registrable
domain, so a hostname-only verdict reads it as institution-operated, and that is how it was previously recorded. DNS resolution
shows the host is a CNAME to ap02.esploro.exlibrisgroup.com (216.147.221.101) — an Esploro tenancy, the same shape as
scholarbank.nus.edu.sg. It is therefore a tenant relationship, not Otago''s engineering. Probed 2026-08-30: the OAI-PMH
endpoint follows the standard Esploro pattern /view/oai/64OTAGO_INST/request and answers in the protocol''s own XML, but
every verb — Identify, ListMetadataFormats, ListSets, ListRecords — returns HTTP 403 with error_code 21, "Unauthorized
access to the OAI services". Harvesting is deployed and not authorised. The repository''s Esploro research portal (200)
and its sitemap index (200, lastmod 2026-08-30) are open. The legacy DSpace path /oai now 404s. No Esploro contract is
stored here; it belongs to Ex Libris.'

the API contract is Blackboard''s. Newly recorded in the 2026-08-30 run — the June profile did not find it. Probed 2026-08-30:
/learn/api/public/v1/system/version answers keyless with {"learn":{"major":4000,"minor":21,"patch":0,"build":"rel.28+435d029"}},
and every data-bearing endpoint returns HTTP 401 with {"status":401,"message":"API request is not authenticated."} — confirmed
on /learn/api/public/v1/courses, /learn/api/public/v1/dataSources and /learn/api/public/v3/courses. A 401 rather than
a 404 is the evidence the API exists and is gated. The baseURL below records the API base, not a callable document: a
bare GET to /learn/api/public/v1 returns 400, as Blackboard does on every deployment. Credentials are REST application
keys are issued only by Otago administrators. NO LTI CONFORMANCE IS CLAIMED: /.well-known/openid-configuration returns
HTTP 200 but its body is Blackboard''s login.jsp HTML page, a soft-200 rather than an OIDC discovery document. Blackboard''s
contract is not stored here.'

Confirmed live 2026-08-30: the aggregate returns 200 and 725,866 bytes covering 82 entities, of which two mention Otago.
The operator finding is the useful one and it was not previously recorded: Otago owns the entityID, but all six advertised
endpoint bindings — SAML2 Redirect/POST/POST-SimpleSign for both SSO and SLO — resolve to hosted-login.tuakiri.ac.nz/hosting/otago.ac.nz/idp/...,
which is REANNZ''s Tuakiri Hosted Login service (tuakiri-hostedidp-ha.reannz.co.nz). Otago holds the federation identity;
REANNZ runs the software. Note also that idp.otago.ac.nz does not exist in DNS — a SAML entityID is a name, not an address,
and must not be read as a callable Otago host. This is browser-mediated SSO, not a self-service API: a bare GET to the
Redirect/SSO binding returns 500 because it carries no AuthnRequest, which is expected and is not a fault.'
