Jemena

Jemena is an Australian energy infrastructure owner-operator, headquartered in Melbourne and owned by SGSP (Australia) Assets — 60% State Grid Corporation of China, 40% Singapore Power. It sits on the poles-and-pipes side of the value chain, not the retail side: it runs the Jemena Electricity Network distributing power to north and north-west Melbourne, the Jemena Gas Network distributing gas across New South Wales, the Eastern, Queensland and Northern Gas Pipelines, the Colongra storage facility, and holds 50% of ActewAGL's ACT distribution networks. Its API posture is the inverse of what the Australian Consumer Data Right story would predict. Jemena is NOT a designated CDR energy data holder — the CDR energy designation covers retailers as primary data holders and AEMO as secondary data holder, and the live CDR Register energy brand list contains 84 brands, all of them retailers and none of them a distribution network. There is consequently no Jemena consumer usage or billing API, and the Electricity Outlook customer smart-meter portal no longer resolves in DNS. Jemena also publishes no open market or network data API; its outage map is CloudFront geo-restricted and its Daily Gas Data product is a paid annual email subscription. What Jemena does run is a real, live, standards-conformant machine-to-machine API for grid control: the JEN CSIP-AUS Utility Server, an IEEE 2030.5 / SEP2 implementation of the CSIP-AUS (SA TS 5573) profile, stood up to satisfy the Victorian Government's emergency backstop mandate for remotely curtailable rooftop solar. It is fully documented in public PDF handbooks, has published staging and production base URIs, and is gated behind Jemena-issued mTLS PKI certificates, IP whitelisting and an OEM conformance-testing programme.

Jemena publishes 1 API on the APIs.io network. Tagged areas include Energy, Australia, Utilities, Electricity, and Gas.

Jemena’s developer surface includes documentation, signup flow, support, engineering blog, authentication, sandbox, and 13 more developer resources.

Regulatory Posture applies to this provider. Its tags matched the Energy & Utilities regime, so Regulatory Posture carries 15 points of the composite. If this regime is wrong for your business, say so on your provider repo — the applicability map is public and we will correct it.
The six quality facets above are damped to 85 points between them, because the conditional facet above carries the other 15. That is why each facet's contribution is shown against a damped maximum: raising a quality facet moves the composite by 85% of its nominal weight, not 100%. The full arithmetic is at apis.io/rating/.
Improve this rating by publishing the missing artifacts — every area above can be raised, and the full rubric is at apis.io/rating/. note: Round 2 enrichment. Contract discovery was re-run against every host — www.jemena.com.au, api.jemena.com.au, myportal,
myservices and the Utility Server itself on port 8443 — for /openapi.json, /swagger.json, /api-docs, /docs, GraphQL and
MCP. All negative; the mTLS gate returns HTTP 500 for every anonymous path. Jemena genuinely publishes no machine-readable
API description, so nothing was fabricated into openapi/. The artifacts in this repo are instead a faithful harvest of
the prose contract in Jemena's own public JEN OEM Technical Guide Handbook v1.0 (authentication, conventions, errors,
sandbox, conformance, lifecycle) plus a derived entity graph. No WellKnown, Webhooks, AsyncAPI, SDKs, MCPServer, AgentSkill,
Idempotency, Compliance, Deprecation, Roadmap or Postman pointer is claimed, because none of those things exists here.

name: Jemena CSIP-AUS Utility Server (IEEE 2030.5)
description: 'Jemena Electricity Networks'' CSIP-AUS compliant control server — an IEEE 2030.5 (Smart Energy Profile 2.0)
implementation of the Common Smart Inverter Profile Australia (SA TS 5573) — used to discover, monitor and remotely curtail
small and medium embedded generation (rooftop solar, batteries, VPP fleets) on the Jemena Victorian distribution network
under the Victorian Government''s emergency backstop mandate. Clients connect either as an aggregator/cloud gateway or
as a direct-connected device. The XML resource tree is documented publicly in Jemena''s OEM technical guide handbook:
device capability (/sep2/dcap), time (/sep2/tm), end device list (/sep2/edev), function set assignments (/sep2/fsagrp/{id}/fsa),
    DER programs and controls (/sep2/grp/{id}/derp, /sep2/derp/{id}/dderc, /sep2/derp/{id}/derc), DER status/capability/settings/availability
    (PUT /sep2/der/{id}/ders, /dercap, /derg, /dera), and mirror usage points and meter readings (/sep2/mup, /sep2/upt/{id}/mr/{id}).
Access is not self-serve — an OEM or aggregator must submit a Certificate Signing Request and IP addresses to whitelist,
receive a Jemena-signed IEEE 2030.5 PKI client certificate, pass connectivity, discovery and functional tests in the staging
environment, then be onboarded to production and added to Jemena''s CSIP-AUS Approved Listing. Verified live on 2026-07-27:
the documented production host resolves to an AWS ap-southeast-2 load balancer and GET /sep2/dcap returns HTTP 500 from
nginx when called without a client certificate, consistent with a mutually-authenticated TLS endpoint.'
