PennyLane Plugins

The PennyLane plugin layer exposes a uniform `qml.device` interface across third-party quantum SDKs and QPU clouds — IBM Qiskit / IBM Quantum, AWS Braket, Google Cirq, Rigetti Forest, IonQ, AQT, Quantinuum (Honeywell), Microsoft QDK / Q#, Qulacs, ProjectQ, Zapata Orquestra, and Xanadu Strawberry Fields. Each plugin is a separate pip-installable Python package.
