Regulation (EU) 2023/956 puts a carbon price on imports of cement, iron and steel, aluminium, fertilisers, electricity and hydrogen, requiring importers to report the greenhouse gas emissions embedded in those goods and, in the definitive regime, to surrender CBAM certificates against them.
