How it was measured

Tiers are measured by calling the actions against live portals, and the action list is read from CKAN's source. Neither number comes from our own harvested artifacts, which measure our harvester rather than the portals.

This is a version-drift cohort. These are not independent reimplementations of one interface — they are the same software at different releases, so an absent operation usually means an older install rather than a design decision.
