Honest zero. Starry publishes no public API, no developer portal and no API reference, so there is no documented rate limit to record and no runtime rate-limit header to observe. The only JSON surface found is the authenticated customer account portal at https://account.starry.com/, which answers every unauthenticated request with {"statusCode":401,"error":"Unauthorized","message":"Missing authentication"} before any rate-limit header is emitted. NO `RateLimits` pointer is wired in apis.yml: this file documents an absence, and pointing at it would score as though limits were published.
