Rtbhouse Rate Limits

RTB House does not publish numeric rate limits anywhere on its developer surface — the OpenAPI at api.panel.rtbhouse.com/api/docs says nothing about throttling. The runtime signal, however, is real and specific — the API enforces a RESOURCE-USAGE budget rather than a request count, answers with HTTP 429, and reports consumption per metric and per window in an X-Resource-Usage response header. The header contract is documented here because the provider's own SDK parses it.
