Podium Rate Limits

Podium enforces a documented limit of 300 requests per minute on most routes. Exceeding it returns the `rate_limit` error code. Podium publishes no rate-limit response headers and no exhaustion status code, so an agent has no runtime signal to back off against — it can only detect the error after the fact.
