Rate-limit model for the Mercado Pago API surface. Mercado Pago does not publish a single hard, public rate-limit number for its REST APIs — limits are applied per access token, per IP, and per endpoint, and can be increased on request for high-volume merchants. The values below capture the documented behaviour: token-scoped throttling, HTTP 429 on exceedance with Retry-After, and standard rate-limit response headers.
