FOCUS-aligned FinOps framing for self-hosted OpenStack: no upstream license fee; cost is driven by underlying hardware, power/cooling, and operator labor. Internal chargeback typically uses Ceilometer/Gnocchi metrics to bill tenants per-vCPU-hour, per-GB-month, and per-network-egress.
