Qatar University's learning management system is a Blackboard Learn SaaS tenant at elearning.qu.edu.qa. The Anthology Blackboard Learn REST API is reachable on the tenant — /learn/api/public/v1/system/version answers 200 anonymously with build 4000.21.0 rel.28+435d029 — and every content route requires an OAuth 2.0 bearer token issued to a developer-registered application, with /courses answering 401 without one. Blackboard Learn is LTI 1.3 / LTI Advantage certified, so LTI conformance is present in Qatar University's estate through this tenancy and is Anthology's engineering. The contract, the auth model, the versioning and the deprecation policy are all Anthology's; only the tenancy is Qatar University's.
