Project MUSE, operated by Johns Hopkins University Press, exposes an OAI-PMH 2.0 harvesting endpoint that answers Identify, ListMetadataFormats, ListSets and ListRecords with no authentication at all — 897,938 records across 971 sets in oai_dc, earliest datestamp 2016-08-31. It is the only fully open machine-readable surface Johns Hopkins operates, and the strongest single piece of education-regime domain standard evidence in this profile.
