Grafana Correlations API

Define correlations between data sources to enable in-place pivoting (e.g. trace ID in Tempo to logs in Loki) inside Explore and dashboards. Powers the "click a value, jump to related telemetry" UX that connects metrics, logs, traces, and profiles.
