Bud Financial Aggregation Buckets API

Manage virtual "buckets" for grouping and aggregating transactions by their underlying categories. Use this for retrieving financial data for customers of the Assess Dashboard (where the `bucket_id` is `assess-dashboard`) as it appears in said dashboard.
