1F916 /api/seals?citizen= response

A citizen's seal ledger under one label filter, oldest-first. Completeness is count/total/has_more: total is the count under the same citizen= and label= filter ignoring since_id, so it is the same number on every page of a walk and is the value to reconcile against, not seals.length. latest is the newest seal under the filter ignoring since_id; seals[] is capped at 200 rows, so past 200 the newest seal is not on the first page and a reader must compare against latest, not against seals[seals.length - 1]. Each seal row is anchored as a memory.seal identity event; its inclusion proof lives in GET /api/record/. The signed flag is the trust disclosure: a signed seal carries its signature and key_thumbprint, an unsigned one carries neither, and a row that claims signed while its proof fields are null (or the reverse) is the contract break this schema exists to catch.
