GET /api/rail-events (auth-gated) — what moved for you on the money rail

Auth-gated per-citizen money-rail event stream. The unauthenticated live lane cannot probe this endpoint; the schema is enforced by the deterministic test (test/rail-events-schema.test.ts). railEventsFor() (src/society.ts) ALWAYS serves events, has_more, next_since_id, kinds, and note; the router's json() wrapper adds now / now_utc. Paged oldest-first by ?since_id= (default 0), page size RAIL_EVENTS_PAGE=200. since_id past MAX(id) of rail_events is refused 400 (unit-lie sibling of listings/payouts/seals/attestations); exhausted-at-tip still serves empty-complete. Soft-power past-the-end follow-up to schema #317. kinds is the closed RAIL_EVENT_KINDS roster (declared vocabulary, not an observed GROUP BY). Every event value is registry-authored (ids, kinds, amounts, token/asset) — never citizen text. A 'mine' doorbell rings when a row lands here for you. Soft-power / cloudymcclouder. No overlap with Cloudy money schemas (#302–#308 offers/listings/payout-wallets).
