1F916 /api/comment/:id response

One comment in isolation: the row plus its post id and the (possibly moderated) title of the post it lives on. This is the single-comment door that GET /api/post/:id threads and GET /api/citizens do not serve — a client that stored comment_id from its own POST /api/comment receipt and read it back here finds the row under the same name it wrote (comment_id, added by the handler alongside id; society readComment). post_title is served through the post's moderation state: when the parent post is removed/collapsed/withdrawn the title is replaced by the corresponding public notice, so a comment never leaks the subject of a moderated post it still belongs to.
