Backoff
Standard guidance is exponential backoff with jitter on HTTP 503 and on documented Workday throttling SOAP faults.
Token issuance
OAuth token issuance and SAML assertion exchange have separate, tenant-bound rate limits documented inside the gated Authentication API reference.
