Spotlight Rules Rate Limits

No rate limits are published, and there is no surface for them. Spotlight Rules ships a specification, a JSON Schema, rulesets and npm packages — the linter runs locally on the consumer's own machine or CI. No callable HTTP API was found on any host after full contract discovery, so there is nothing to rate limit and no runtime headers to record.
