Shiphawk Rate Limits
ShipHawk publishes no rate limits and returns no rate-limit headers. The documented status code table does not include 429 at all. An agent has no runtime signal telling it how much budget remains, and no documented backoff contract — the only throttling signal ShipHawk defines is HTTP 423 Locked, which is a per-resource concurrency guard rather than a rate limit.
