Ribbon Health Rate Limits

The H1 API (formerly the Ribbon Health API) publishes a per-endpoint rate-limit table. Most search and list endpoints are capped at 1,000 calls per minute; single-resource lookups by NPI or UUID allow 5,000 calls per minute; the deductible eligibility endpoint has a stricter hourly quota. Exceeding a limit returns HTTP 429 with the code `rate_limit_exceeded`.
