This is expected rather than a gap: AAP is software the customer installs and operates, so throughput is bounded by the customer's own control-plane sizing (instance groups, execution nodes, task capacity), not by a vendor quota. The one throttling signal anywhere in the contract is on Ansible Lightspeed, the hosted AI service.
