Reconciled rate limits for the Grove portal (Pocket Network's dominant gateway) and the underlying Shannon protocol. Grove enforces per-application limits via Envoy Proxy in front of PATH; the Shannon protocol enforces application-level relay budgets via on-chain compute-unit stake.
