Quoted by PG&E as being in place "due to finite system resources as well as to allow PG&E to reduce operational risks ... to ensure ongoing platform stability". Limits are scoped per vendor and per Client ID, and the daily window resets at 5 p.m. Pacific Time rather than at midnight UTC.
