Joomla's built-in REST API does not impose fixed, documented rate limits at the application level. Rate limiting is the responsibility of the hosting environment (web server, reverse proxy, or CDN). A generic rate-limiting framework is planned for a future Joomla release to allow core and third-party extensions to define limits for specific interactions such as login, password reset, and search.
