Highlight Io Rate Limits

Reconciled ingestion limits for the Highlight hosted offering. Limits apply at the project level on the public ingestion endpoint (`pub.highlight.io`) and the OTLP endpoints (`otel.highlight.io`). Self-hosted deployments may configure their own limits in the OpenTelemetry Collector and Kafka tiers.

Highlight Io Rate Limits is the machine-readable rate-limit profile for Highlight (highlight.io) on the APIs.io network, conforming to the API Commons Rate Limits specification.

It captures 7 rate-limit definitions, across the Free, Pay-as-you-go, Business, Enterprise, and All tiers.
