Ground Rate Limits

Ground News publishes no rate limits, because it publishes no API. limit_count is an honest zero. NO RateLimits pointer is emitted in apis.yml for this file: emitting one would assert a runtime rate-limit signal an agent could rely on, and there is none. The file exists as the probe record. The only unauthenticated first-party surface that can be called at all is the embeddable story widget, and its responses carry no rate-limit headers of any kind. The private application backend at api.ground.news does not answer unrecognised callers well enough to observe limits — it returns HTTP 418 to every request, including the site root.
