Goreplay Rate Limits
GoReplay publishes no API rate limits because it publishes no API. The `gor` binary runs on the customer's own hosts and never calls a GoReplay-operated endpoint, so there is no vendor-side quota, no throttling response and no rate-limit header to read. Recorded as an honest zero. What GoReplay does ship is the mirror image — OUTBOUND throttling controls the operator uses to protect their own replay target — captured below under `outbound_controls` so the distinction is not lost.
