EDX Markets order-entry throttle limits, published in the EDXM FIX Order Entry Specification. Limits are enforced per FIX ID (username) by EDXM Global Market Operations. On breach the venue emits RATE_LIMIT_EXCEEDED and disconnects the session; there is no message-level throttling (the venue does not queue/slow messages). Reconnection is permitted immediately after a rate-limit disconnect.
