Published rate limits for the ERS ARMS Data API. ERS itself publishes no numbers; the limits are set and documented by api.data.gov (API Umbrella), the shared Federal API management service through which ERS issues and enforces keys. The ERS geospatial services on gisportal.ers.usda.gov are NOT behind api.data.gov, take no key, and publish no limits at all.

Policies

Exhaustion behaviour
Exceeding the limit temporarily blocks the API key from further requests and returns HTTP 429 with error code OVER_RATE_LIMIT. The block lifts automatically as the rolling hour passes; there is no manual reset and no documented Retry-After value.
Higher limits
api.data.gov instructs consumers needing higher limits to contact the owning agency directly. For ARMS that is the ERS ARMS Team, listed on https://www.ers.usda.gov/developer/data-apis/arms-data-api. There is no self-service upgrade and no paid tier.
