Cornerstone OnDemand enforces throttling limits on all authenticated API calls to maintain platform performance and reliability. Limits are enforced independently per environment (Production, Pilot, and Stage each have separate quotas). When limits are exceeded the API returns HTTP 429. Failed 429 responses still count against aggregate limits.
