Comcast Rate Limits

Comcast publishes no per-key, per-account or per-endpoint request rate limits, and no rate-limit response headers, for any of its three surfaces (the on-device Firebolt JSON-RPC interface, the SAT token endpoint, or the Open Ingest proxy). limit_count is 0 because that is the true number, not because the pages were not read.
