Cision Rate Limits

Published rate limits for Cision's two REST APIs. Both are throttled at 10 requests per minute. The CisionOne documentation is explicit that the limit is keyed on BOTH the caller's IP address AND the API key, so processes sharing an egress IP share a budget. Cision publishes the number and the 429 but NO response headers, so a client cannot read its remaining budget at runtime and must self-throttle.
