Cheerz publishes no rate limits that could be read; the profile records that absence rather than inventing a ceiling.
No published rate limits, because there is no published API to limit. Cheerz has no developer portal, no API reference and no machine-readable contract on any host it controls, so there is no documented request quota, window, burst allowance, 429 behaviour or RateLimit-* response header to record. The only rate-shaped signal Cheerz publishes at all is crawler policy in robots.txt, which Disallows /*/api/* — the internal JSON backend its own SPA and mobile apps call. That is an instruction to crawlers, not a rate limit, and the endpoints behind it are not documented for third parties, so nothing from it is recorded as a limit here. limit_count is 0 as an honest zero.
