CESNET publishes no rate limits that could be read; the profile records that absence rather than inventing a ceiling.
Neither the Perun RPC usage docs nor the ExaFS API/AUTH docs and contract document request rate limits or rate-limit headers. Both are self-hosted, so any throttling is the operator's configuration. ExaFS does enforce per-organization and global RULE-COUNT limits (FLOWSPEC4_MAX_RULES, FLOWSPEC6_MAX_RULES, RTBH_MAX_RULES; CHANGELOG 1.4.0/1.4.1), which cap stored rules, not request rates.
