Policies

Backoff on 429
BNSF's own wording: "Upon receiving such exceptions, you can resubmit failed requests in a rate-limited manner, complying with the API Gateway throttle limits." No Retry-After value is supplied, so the client chooses the interval.
504 recovery
On a 504 Gateway Timeout BNSF instructs callers to wait about one minute before retrying.
