Azure Ad Rate Limits
Published throttling limits for the Microsoft Entra ID directory surface of Microsoft Graph. The Identity and Access service meters a token bucket of ResourceUnits per application+tenant pair rather than a flat request count, and — unlike the rest of Microsoft Graph — returns no Retry-After header on 429.
