Artifact Hub Rate Limits

Artifact Hub rate-limits its API and says so, but PUBLISHES NO NUMBERS — and says that too, explicitly and on purpose. The FAQ states: "The exact numbers are not documented because they are updated every now and then and vary depending on the endpoint used and the current service status." So an agent gets a documented 429 with no budget, no headers and no Retry-After: it must use blind exponential backoff with jitter, or avoid the problem entirely by using the bulk dump endpoints the provider points at instead.
