TestRail is licensed per user (per seat) across two commercial tiers, Professional and Enterprise, each available as TestRail Cloud (hosted) or TestRail Server (self-hosted). The API is included with every paid seat - it is not a separately metered product. As published on testrail.com/pricing (mid 2026), Professional Cloud is roughly $38 per user per month billed annually (monthly billing runs higher, about $40 per user per month for small teams of 1-20 users), and Enterprise Cloud starts around $71-74 per user per month with Enterprise priced at roughly double Professional. Enterprise adds SSO, advanced auditing, test case version control, approvals, test parameterization, higher API rate limits, and priority support. TestRail Server (self-hosted) is sold on a comparable per-user basis; contact TestRail for Server and volume pricing.
