Surescripts publishes no plans, tiers, rate card or price list anywhere on surescripts.com or the Surescripts Developer Portal. Commercial terms are set per participant through a negotiated contract that must be approved by the Surescripts Certification Review Board before a production connection is configured, and the site routes every commercial question to "Contact sales" or the assigned Account Manager. Several product behaviours are explicitly contract-dependent - data deduplication and augmentation are offered in Basic and Premium options "contact your account manager", the First Fill Not Picked Up notification "may need additional contracting", and Eligibility has premium features - which confirms tiering exists commercially while nothing about it is published. plan_count: 0 is therefore a measured absence, not a missing check.
