Spotlight Rules publishes no plans, tiers or prices, and this is a stated position rather than a gap. The project's funding page commits to open source "permanently" with no commercial tier — "no feature gets held back to create a paid version" — and describes the intended funding model as earmarked sponsorship through a fiscal host rather than a product with paid plans.
