DBnomics is free. There are no paid tiers, no API keys, and no billing - the entire platform (website, Web API, downloads, Python/R clients) is an open-source digital public good operated by Cepremap and sustained by sponsorship from French public institutions (Agence francaise de developpement, Banque de France, Direction generale du Tresor, France Strategie) and community support. The whole stack, including every per-provider fetcher, is open source on git.nomics.world and can be self-hosted.
