Cloud Foundry publishes no plans, tiers or prices because there is nothing to buy from the Cloud Foundry Foundation. Cloud Foundry is Apache-2.0 licensed open-source software governed by a Linux Foundation project; you obtain it by deploying it, and the API is reached at api. on infrastructure you pay for yourself. Money enters the picture only through (a) Foundation membership, which buys governance participation rather than API access, and (b) commercial distributions built on Cloud Foundry and sold by third parties — Tanzu Platform for Cloud Foundry (Broadcom), SAP BTP Cloud Foundry runtime, cloud.gov, Swisscom Application Cloud and others — each with its OWN pricing that is not Cloud Foundry's to publish. plan_count: 0 here is a correct description of the Foundation's own commercial surface, not a gap in this profile.
