Belk sells no API product and publishes no developer plans, free tier, metered pricing or billable key. The only integration surface it publishes is a mandatory X12 EDI supplier program whose costs sit with the vendor's own VAN / third-party EDI provider and with Belk's vendor compliance chargebacks (Reason Code List, Vendor Business Requirements) - none of which is an API plan. plan_count is an honest zero, not an unchecked field. The searched surfaces were the Vendor Resources page, the EDI Vendor FAQ, the Drop Ship Program Vendor Participant Policies and the customer-service policies index; no pricing page for any programmatic access exists, and developer.belk.com is a dangling Apigee CNAME serving nothing of Belk's.
