Azure DevOps Services prices three components - user access, parallel jobs (CI/CD), and Artifacts storage. User access has a Stakeholder free tier, the first 5 Basic users free, and Basic + Test Plans paid only. Pipelines parallel jobs are sold separately for Microsoft-hosted and self-hosted agents. Visual Studio subscribers and GitHub Enterprise users are auto-detected and not double-billed.
