FOCUS-aligned FinOps for HashiCorp Vault: open-source self-managed (no vendor cost), Enterprise self-managed (annual contract priced by client count), HCP Vault Dedicated (cluster-hour), and HCP Vault Secrets (per-secret-per-month).
