FOCUS-aligned FinOps view for Apigee on Google Cloud: Apigee bills as a Google Cloud SKU, with two distinct pricing shapes — annual subscription (Standard / Enterprise / Enterprise Plus) bought through Google Cloud sales, and Pay-as-you-go metering on environment-hours and API call volume. Costs appear on the Google Cloud invoice alongside compute and networking, so cost allocation should align with GCP billing labels and folder/project tags.
