Getvaultshealthcaps
Lists vaults ordered by cap-usage severity (descending). Cap usage is computed as `max(supplyCapUsage, borrowCapUsage)`, and the response includes both supply-cap and borrow-cap fields. - `chainId` is required. - If `threshold` is omitted, returns all vaults. - Threshold filter is inclusive (`capUsage >= threshold`). - `onlyOverThreshold` is accepted for compatibility and currently does not alter filtering.
