Notifications about streams becoming active or inactive on a topic. Opened with `SubscribeToActiveStreams(topicName)`; the server pushes `ActiveStreamsChanged` events with an action of `AddUpdate` or `Remove`. Closed with `UnsubscribeFromActiveStreams(topicName)`.
